Carolina Mayor José Aponte Dalmau stated on Monday that a retaining wall on the Plaza Carolina exit ramp of Baldorioty de Castro Avenue is shifting, posing a danger to motorists.
Aponte indicated that the island Department of Transportation and Public Works (DTOP in Spanish) had been notified, but no action had been taken as of Monday morning.
“The DTOP was already informed earlier about the wall’s displacement and the risks it entails,” the mayor mentioned in a written statement. “They have yet to take care of this matter, and the ongoing rains we have experienced have intensified the issue.”
The Municipal Department of Emergency Management and Disaster Administration temporarily shut down access to the state highway, as Aponte remarked, “water can be seen rushing out abundantly from the gaps between the slabs of the wall and the displacement measures around 3 to 4 inches.”
Aponte also mentioned that he attempted to reach engineer Ana Feliciano, who oversees the DTOP in the Carolina area, but received no prompt reply. Subsequently, engineers from the contractor CSA Group arrived at the location to evaluate the wall, he stated.
