Old San Juan – Video captured the Moment in which a police captain hit a citizen in the face during a protest in front of La Fortaleza.
The police arrested the man, identified as Kelvin Rivera. The police dept. is now investigating the incident, to see if it complies with it’s protocols. The man was freed while the investigation is ongoing. some people are deeming the incident as police abuse.
